Info Session & Tech Talk Los Angeles County Public Works (LACPW) The Department of Public Works consists of more than 5,500 employees and is responsible for the design, construction, renovation, and operation of public projects ranging from bridges to wastewater treatment plants and libraries; curbside collection and graffiti removal; and maintenance of streets, sidewalks, sewers, streetlights, and street trees. Join Cal State LA ECST Alum Van Truong (M.S. Civil Engineering, 2009) in this session to learn more about Los Angeles Public Works and how to navigate applications for employment with Los Angeles County for current opportunities, including their Civil Engineering Associate and Civil Engineering Student positions! Van will also participate in a moderated panel in this session to share a bit about his inspiring career journey as an Engineer, as well as tips and advice for students and upcoming graduates. Meet Our Speakers
Christopher Patzan Lopez
Northrop Grumman Panel
Christopher Patzan Lopez is a recent graduate with a B.S. in Mechanical Engineering from the University of California, Merced. He is proficient in various software and programming languages such as DESE, MBSE, MATLAB & MATLAB Simulink, Python, CATIA, Engineering Design, CSWA-SOLIDWORKS, and is bilingual in Spanish. He is currently an Electrical Engineer at Northrop Grumman in the Los Angeles area.
Christopher has a wealth of technical experience, having held internships at well-known companies such as The Boeing Company, NASA Ames Research Center, and MESA (Sign-in Innovation Project 2.0). He has worked on electrical subsystem design for the 777X and B-52 airplanes, analyzed complex engineering designs and design changes, and developed multiple CAD models and tools. He has a proven track record of developing and directing multiple Technical Review Boards (TRBs) to meet FAA requirements and has made valuable contributions to the design and implementation of multiple engineering projects. He has also had commercial management experience as a Commercial Manager at AutoZone and automotive technician experience at Toyota.
In addition to his technical abilities, Christopher has also demonstrated his leadership skills through his roles as Webmaster Officer of the SHPE Chapter at the University of California, Merced, and as Academic Chair Officer of the SHPE Chapter at Santa Barbara City College. He has optimized and maintained websites, organized and hosted technical workshops, and evaluated and encouraged students to utilize resources.

Jomarie Manansala

Jomarie Manansala graduated from Ventura Community College with her Associate's Degree, from Cal State LA with her Bachelor of Science in Mathematics in 2007, and a Master’s in Electrical Engineering in 2010. She has been working as an engineer since 2007 for the City of Los Angeles Water Works Division as an engineering intern, then in 2010 as an engineering intern for Southern California Edison before converting to full-time engineer in 2011. In her current role, she manages a team that does long-term planning for SCE's distribution system planning.
In her free time, she currently enjoys playing Skyward Sword and Pokemon Go with her three kids and learning about the Leaf Village.

I am a registered Civil Engineer with over 15 years of service at the Los Angeles County Public Works. I received my B.S. in Civil Engineering from the University of New Hampshire, Durham, in 2006 and my M.S. in Civil and Environmental Engineering from California State University, Los Angeles, in 2009. I worked in Design Division’s Hydraulic Unit when I first started with Public Works. In 2012, I joined the Pavement Management Section of the County’s Geotechnical and Materials Engineering Division, where I started my journey as a Pavement Engineer and advocate in promoting sustainable pavement treatment measures for one of the largest and most diverse Unincorporated County’s Road Network within the State of California. Los Angeles County Public Works embraces a pavement preservation approach to preserve and extend the life of its road network. By using sustainable treatment approaches rather than conventional treatment methods, the county was able to significantly reduce energy consumption, greenhouse gas emissions, landfill deposition, and costs. During the pandemic in 2020, I transferred to Building and Safety Division to oversee the IT Development and Support Section. This Section is responsible for the development, training, maintenance, and management of the Building and Safety Division’s website; electronic permit/plan review system (EPIC-LA); digital records; and coordination with other County technologies. My experience extends across the broad spectrum of hydraulic design, pavement management, pavement design materials analysis, and project management, and I continue growing as a first-line manager within the Public Works leadership framework.

Ralph Belleca is a Software Engineer at Bloomberg and a recent Computer Science Graduate ('22) at Cal State LA. In his time at ECST, Ralph helped his peers excel academically by serving as a mentor for the FYrE program and as a supplemental instructor for the STEP program while volunteering numerous hours for the MESA program.
Ronald Carranza

Ronald Carranza began his career at Northrop Grumman as an Electrical Engineer Intern supporting the Ground Systems Development (GSD) team in Manhattan Beach in 2021. As a part-time intern, his responsibilities varied, ranging from developing Python scripts to interface PCB hardware, acceptance testing Field Programmable Gate Arrays (FPGAs), and simulating payload equipment that gets launched into space. Ronald continued work as an intern up until 2023, when he got hired as a full-time Electronics Engineer. Currently, he is leading troubleshooting efforts for several PCB products and creating solutions for I2C hardware.
Ronald received his Bachelor of Science from California State University, Los Angeles (Cal State LA) in Electrical Engineering with a specialization in Computer Engineering.
Sebastian Cabrera

Sebastian Cabrera began his career at Northrop Grumman in 2020 as a Field Programmable Gate Array (FPGA) design intern at Northrop's Azusa location. He worked in an Agile-oriented hardware team where he wrote and documented VHDL block designs. Following his time and experience in Azusa, Sebastian was hired in 2021 to work as a full-time test and subsystem integration engineer at Northrop's Space Park facilities in Manhattan Beach. His work at Space Park has ranged from testing and troubleshooting advanced PCB products to overseeing the integration of various FPGA units based on customer requirements. Additionally, Sebastian has also aided the Radio Frequency (RF) team in troubleshooting and capturing data for various RF products while becoming a lead Responsible Design Engineer (RDE) for an RF unit.
Sebastian received his Bachelor of Science from California State University, Los Angeles (Cal State LA) in Electrical Engineering with a specialization in Power Systems. Prior to graduating, Sebastian was an Engineering Peer Advisor for the College of Engineering, Computer Science, and Technology (ECST) and was a member of Cal State LA's Tau Beta Pi.
