Annual Report on Regulated Equipment and Tools
In July 2022, pursuant to Assembly Bill 481, the California State University Board of Trustees approved a system-wide Regulated Tools and Equipment Policy for its twenty-three (23) Police Departments. This policy was adopted and published by CSU Los Angeles Police Department (CSULA PD) within Policy 706 (Regulated Equipment and Tools).
AB 481 and Policy 706 require that we publish certain information annually regarding specified regulated equipment. Of the sixteen regulated types of equipment and tools outlined in Assembly Bill 481, CSULA PD only maintains a 34-foot RV style, 2008 Ford F550, Mobile Command Vehicle and Remington 870 12-gauge less-lethal shotguns.
Current inventory of regulated tools and equipment for FY 2025/26:
- (7) Remington 870, 12-guage bean bag shotguns. The bean bag shotguns utilize less lethal bean bag rounds.
- (450) Defense Technology 12-gauge drag stabilized less lethal bean bag rounds.
- (1) Mobile Command Vehicle, 34-foot RV style, 2008 Ford F550.
Information regarding the use, policy compliance, funding, and inventory for the period of July 1, 2025, through June 30, 2026, are outlined below.

CSULA PD did not have any cases involving the use of the equipment and tools outlined in Assembly Bill 481.

CSULA PD did not receive any complaints or concerns regarding the use of the equipment and tools outlined in Assembly Bill 481.
Results of any internal audits, any information about violations of the regulated tools and equipment policy, and any actions taken in response:
CSULA PD did not receive any audit findings or information about violations associated with the regulated tools and equipment policy.
Annual cost and source of funds for regulated tools and equipment:
Remington 870 12-gauge less-lethal shotguns: $1285 for officer training and equipment maintenance, which was expended from CSULA PD general fund accounts.
Mobile Command Vehicle: $1290 for maintenance & fuel which was expended from CSULA PD general fund accounts.
Costs for 2026-2027 will be expended from UPD general fund and trust accounts.
Planned purchases of regulated tools and equipment in fiscal year 2026/27:
No planned purchases.
