About the Fellowship

The James R. Galbraith Fellowship is a local public policy internship designed to provide graduate students and graduating seniors with hands-on experience in the public policy implementation process. Over 15 weeks, fellows are placed at the local Los Angeles offices of statewide elected officials or the offices of local elected officials, where they work closely with experienced professionals to gain insight into policy development, negotiation, and implementation at the local level. Under the supervision of the placement supervisor, fellows engage in tasks such as policy research and stakeholder engagement.

Throughout the program, fellows are mentored and receive guidance on navigating the complexities of public policy while gaining a deeper understanding of how different sectors interact in shaping policy decisions. The Fellowship provides students with valuable networking opportunities, practical skills, and a deeper understanding of the real-world challenges of public policy work, preparing them for leadership roles in government, nonprofit organizations, and beyond.

Past internship placements include the Office of California Secretary of State Alex Padilla, the Office of State Senator Bob Huff (2011), the Office of State Senator Gloria Romero (2007), and the Office of Congressmember Hilda Solis (2006).

Fellows are selected based on academic competence and a demonstrated interest in public policy. Applicants must be currently enrolled full-time as a graduating senior OR current graduate student at Cal State LA, possess a minimum 3.0 GPA, and be 18 years or older. All financial aid conditions apply.

Fall 2026 Application Now Open

Eligibility
The fellowship is open to Cal State LA graduate students and undergraduate students who will be graduating seniors during the placement period. Applicants must:

  • Be at least 18 years old
  • Be currently enrolled (minimum of one unit) and in good standing throughout the fellowship
  • Have a minimum GPA of 3.0
  • Demonstrate academic achievement, professional or volunteer experience, and a strong interest in public policy

Fellowship Details
Fellows complete 10 hours of work per week over a 15-week period (150 total hours) in a placement office. Throughout the fellowship, students gain insight into the day-to-day operations of an elected official’s office and the policymaking process. At the conclusion of the program, fellows submit a final report reflecting on their experience.

Stipend
Fellows are eligible to receive a stipend of up to $3,750, administered in coordination with the Cal State LA Center for Student Financial Aid & Scholarships. Financial aid adjustments may apply in accordance with federal regulations.
