CA State Auditor's Office Audit of CSU NAGPRA Compliance
In 2023, the California State Auditor’s Office conducted an audit of the California State University (CSU) system’s compliance with the Native American Graves Protection and Repatriation Act (NAGPRA) and the California Native American Graves Protection and Repatriation Act (CalNAGPRA). In response, the CSU is committed to implementing each of the recommendations outlined in the audit report to ensure full compliance with both state and federal requirements.

Campus Repatriation Policy
In late 2023, the California State University (CSU) began developing a systemwide NAGPRA/CalNAGPRA policy. An Interim Systemwide NAGPRA Policy version is available:

Campus Advisory Committee
In accordance with AB 389, enacted in October 2023, Cal State LA is in the process of assembling a campus NAGPRA Implementation Committee composed of representatives from both the California State University (CSU) and Tribal community representatives. This committee plays a critical role in guiding the university’s repatriation efforts by providing input and oversight throughout the repatriation process. Responsibilities include drafting, reviewing, and refining Cal State LA’s repatriation procedures and protocols.
The current membership of Cal State LA’s NAGPRA Implementation Committee includes:
- Tribal Representative (Non-Federally Recognized): Adam Loya – Gabrieliño/Tongva Nation (Appointed August 1, 2024)
- Tribal Representative (Federally Recognized): Sean Milanovich – Agua Caliente Band of Cahuilla Indians (Appointed August 1, 2024)
