Phillip Herrera is a management consultant entering his 30th year of practice, specializing in helping companies secure innovative yet pragmatic government incentives that align with their business strategies. He advises organizations ranging from mid-sized firms to Fortune 1000 leaders across sectors such as semiconductors, life sciences, and clean energy.
Driven by a passion for growing California’s economy, Phillip has devoted his career to helping companies capture state incentives and grants that fuel job creation and capital investment. His core expertise centers on three high-value California programs: the Employment Training Panel (ETP) for workforce training funds, the California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA) for full Sales & Use Tax Exclusions (STE), and the California Competes Tax Credit (CCTC) for state income tax credits. Phillip is deeply engaged in advocacy efforts with the California Legislature to protect and advance these three high-value incentive programs.
Over his career, Phillip has negotiated more than 750 ETP awards across a wide range of industries—including multiple awards exceeding $500 million—and has helped his clients collectively commit over $200 million in workforce training investments tied to thousands of new California jobs. In partnership with an associate firm, he has also secured more than $175 million in CAEATFA STE incentives for manufacturing and R&D clients. Notably, CAEATFA is one of the state’s most competitive programs, with only about 230 companies receiving awards since its launch in 2010.
Beyond his professional work, Phillip is an avid golfer, yogi, surfer, and community supporter. He was recently inducted into the Stockton Mexican Sports Hall of Fame, swims annually from Alcatraz to Aquatic Park, and holds the tournament scoring record at Brookside Country Club with an eleven-under-par round of 61.
He holds both Accounting and Master of Business Administration degrees and began his career in government tax accounting roles.
