Lillian Conroe is the senior permit specialist for the California Governor’s Office of Business and Economic development aka GO-BIZ. Providing permit assistance to new and existing businesses for southern California. Ms. Conroe was appointed by Governor Brown September 10, 2012. Reappointed under Governor Newson’s administration.
Prior to her appointment she worked for CalRecycle formerly Integrated Waste Management as the supervisor of the Waste Tire Enforcement Unit. She supervised 3 inspectors who were responsible for the inspection of used tire shops and un-permitted tire haulers. Her jurisdiction was Fresno to the Mexican border Ms. Conroe also supervised the permitting and lea support unit who were responsible for the permitting of landfills and transfer station in southern California. Lillian was given the opportunity to travel to Mexico as a panel speaker at various waste tires seminars and workshops.
Previously Ms. Conroe was the Director of the Business Revitalization Center aka As The BRC, a one stop permit assistance center in Los Angeles, which provided permit assistance to businesses rebuilding after the 1994 earthquake. The permit centers were created under the former California governor Pete Wilson’s and former Los Angeles Mayor Richard Riodian. She worked in collaboration with the city and county agencies building of the Staple Center and Kodak Theater. The BRC assisted over 400 small businesses and entrepreneurs within the city and county of Los Angeles during her leadership.
Ms. Conroe’s career started with the Employment Development Department (EDD) as a job service representative working with those formerly incarcerated and long-term under-employed find employment or training.
Ms. Conroe received a special accommodation award from former California Governor Arnold Schwarzenegger for helping a business relocating from Texas to California cut through the red tape of the permitting process with the city and county agencies, saving approximately 16 new job hires.
