Cal State LA has launched a comprehensive Facilities Master Plan initiative to guide the long-term development of the university’s physical campus and infrastructure. The president has asked that the Facilities Master Plan be delivered in Spring 2026 to support institutional priorities and establish a clear framework for campus growth in the years ahead.
This effort is guided by a campuswide Facilities Master Plan steering group, with faculty, staff, administration, and campus partners working together to ensure the plan reflects the academic mission, operational needs, and long-term vision of the university.

Putting the Plan Together
Facilitator
The Facilities Master Plan process is facilitated by Jay Bond, an architect and senior consultant based in Southern California with deep expertise in higher education facilities planning, design, and operations. Mr. Bond brings more than 25 years of experience within the California State University system, including service as Associate Vice President for Facilities Planning, Design, Construction, Management, and Operations at California State University, Fullerton, as well as prior work with the CSU Chancellor’s Office.
His role is to guide the university through a focused and collaborative facilities planning process that aligns with institutional priorities, long-term academic goals, and campus growth. He will support engagement with campus stakeholders, help translate strategic objectives into physical planning principles, and assist in developing an actionable Facilities Master Plan that supports the university’s future vision.
Integrated Framework
The University Facilities Master Plan is being developed in tandem with three other major planning efforts: an Academic Plan, a Strategic Enrollment Management Plan, and a University Strategic Plan.
Together, these plans will ensure that Cal State LA is positioned to thrive in a rapidly changing educational landscape, with a clear strategy that reflects our legacy, mission of purpose, and community impact throughout the region and beyond.
Creating a Plan Together
The goal of this facilities planning process is to produce a concise, high-impact plan that identifies 3-to-4 top institutional priorities, embeds strategy throughout all initiatives, aligns resources with goals, and inspires pride and ownership across the campus community.
We invite all members of the Cal State LA community to engage in this process. Through focus groups, surveys, and open forums, your voice will help shape the future of our university.
