Devin Brennan Orrick

Devin Brennan is a partner at Orrick, based in San Francisco and Boston, and chairs the firm’s Transportation Finance Group. He represents issuers, underwriters, and private sponsors in complex infrastructure financings, including transportation, water, public power, and industrial projects. Devin has advised on landmark transactions including the financing of the Carlsbad desalination plant, delivered through a public-private partnership. He has extensive experience with tax-exempt and private activity bonds, as well as exempt facilities. Devin frequently speaks on infrastructure finance, has chaired major industry conferences including the Bond Buyer’s California Public Finance Conference, and is a published author on municipal bankruptcy and infrastructure finance, with works including “Municipal Bankruptcy: Using and Avoiding Chapter 9 in Times of Fiscal Stress” and “Water and Wastewater Projects: Financing with Tax-Exempt Bonds.” Devin holds a J.D. from Harvard Law School and serves on the Strategy Council for OneJustice, advancing access to legal services for those in need.
