Pat Brown Institute of Public Affairs to Hold
Urban Devolution and Governance Conference

Conference To Explore L.A. Secession
And Implications for Other Urban Areas

Los Angeles, CA – The Edmund G. “Pat” Brown Institute of Public Affairs (PBI) at Cal State L.A. and the Center for California Studies at CSU Sacramento present the 10th Annual California Policy Issues Conference, “Building A Civil Society: Separate Geographies, Shared Destinies,” on Thursday, November 14, 2002, from 8 a.m. to 3:15 p.m. The conference will be held at the Wilshire Grand Hotel in downtown Los Angeles.

Ongoing social disparities and recent attempts to restructure local governments create a need for a wider debate on the mutual responsibilities of government and citizenry. The conference, which follows the November 5th elections, will create a dialogue about urban policy and its role in the creation of civil societies.

“Secession is an issue that is not going away after November 5th,” said Jaime Regalado, PBI Executive Director. “The fact is that secession is a phenomenon that takes place in other areas outside of California, and certainly in other countries around the world. The conference will explore these movements and the forces that lead to a desire for small communities and their governments by the citizenry,” added Regalado.

Conference speakers include: the Hon. Jerry Brown, Mayor of Oakland; Joel Kotkin, Pepperdine University; Raphael Sonenshein, CSU Fullerton; the Hon. Bob Hertzberg, California State Assembly; Marie Moretti, Office of the Governor; the Hon. Judy Chu, California State Assembly; the Hon. Wendy Greuel, Los Angeles City Council; Kevin Starr, California Librarian; Roger Snoble, Metropolitan Transportation Authority; the Hon. Hilda Solis, Unites States Congress, and more.
