Student Loan Services and Collections

The Student Loan Services and Collections Office staff are trained specialists in the guidelines governing the programs below. They can assist with debt management, deferments, cancellations and special repayment agreements:

Our office works with ECSI (Education Computer Systems, Inc.), Collection Agencies and Credit Bureaus.


The Student Loan Services and Collections Office is a multi-service area.

  • Assure Loan programs are repaid so the funds are available for future student borrowers.
  • Assist students with financial situations so they may continue their education and repay their financial obligations.
  • One of our programs may be just what you need to help you resolve your particular situation. The Installment Payment Plan or the Foreign Fee Deferment may assist you in budgeting your tuition and fees.
  • The 30 Day Loan may offer that extra amount of money needed to buy your books or to assist with unexpected financial needs.
    • The maximum loan amount is $250.00.
    • The service fee is $2.00.
    • You must have a verifiable source of repayment.
    • Repayment is due in 30 days from the date the loan is available for pick up.
  • We can assist with a financial crisis. What if you receive a notice that you must pay back a Financial Aid overpayment? This office will create a monthly Payment Contract to help you budget this added debt. Perhaps you disagree with the Billing Statement you received from the Cashier's Office. You may request a Petition for a Billing Statement Review. We will help explain the charges or make any adjustments that are needed. You may make an appointment to discuss the financial problem you are having meeting your Housing payment deadline.

Address Update
Please keep your address current with ECSI. If there has been a change and you need to update your records, you may use the E-mail sites or mail in your information. These addresses will be found on the Student Loan Services and Collection Website Staff page. Be sure to include your name, student ID number, new address, and a current telephone number. Also remember this will not update your address to the campus data base. You must request a change of address from the Admissions Office in, the Student Affairs Building, Room 101 or through the Golden Eagle Territory (G.E.T.).

Federal Perkins and Nursing Student Loans

Orientation Schedule
You must call (323) 343-3580 for an appointment.

Orientations are held Monday through Thursday at 10:00 am, 2:00 pm, or 4:00 pm. A reference sheet is required at time of orientation, available from Student Loan Services & Collections.

Remember your Perkins Loan or Nursing Loan will not be disbursed if you have not had an orientation for the current academic year.


ECSI, Education Computer Systems, Inc.
ECSI is the university's billing service for the Federal Perkins and Nursing Student Loan Programs. You may wish to see the ECSI home page at http://www.heartlandecsi.com.


Exit Interview
An exit Interview is a Federal Requirement when exiting the Perkins/Nursing Loan Program. Failure to complete this requirement will result in a hold on all University services, which includes transcripts and registration. Types of Deferments
You may defer or delay the repayment of your loan for a defined period of time. The following types of deferments are available depending on when you received your Perkins Loan. Contact Student Loan Services and Collections regarding how the following types of deferments effect your specific loan dates.

  • In School - at least 1/2 time student
  • Graduate Fellowship
  • Rehabilitation Training
  • Residency in Dentistry
  • Unemployment
  • Economic Hardship
  • Forbearance
  • Hardship
  • Military, Peace Corps or VISTA
  • Volunteer Service
  • Temporary Total Disability (Borrower, spouse, or dependent)
  • Internship/Residency Program
  • National Oceanic and Atmospheric Administrative Corps
  • Parental Leave
  • Working Mother

Types of Cancellations
You may cancel all or a portion of your loan over a period of time for the following services depending on when you received your Perkins Loan. Contact Student Loan Services and Collections regarding how the following types of cancellations effect your specific loan dates.

  • Teacher in a qualified elementary or secondary school
  • Special Education Teacher
  • Headstart Staff member
  • Peace Corps/VISTA volunteer
  • Law Enforcement
  • Nurses/ Medical Technician
  • Work with High Risk Children
  • Early Intervention Services
  • Child and Family Services

Remember:

  1. Past due status is reported to Credit Bureaus
  2. If a collection agency is involved, additional charges will be added to the balance owed. This could almost double the amount due.
  3. A hold will be placed on University services, including registration and obtaining a transcript.

Spring Semester 2018 Payment Plan Information

Installment Payment Plan
California State University, Los Angeles now offers a payment plan to defer the cost of your Tuition and fees. The first installment is due at the time of enrollment into the plan, the second installment is due 30 days from the initial enrollment date and the 3rd installment is due 60 days from the initial enrollment date. You may sign up online or in person at Adminstration Bldg. Room 140.


Management Payment Plan
Divide your tuition and fees in 4 payments per semester. This program is available only online.


Foreign Fee Deferment
Non-resident students who are citizens and residents of a foreign country may pay non-resident tuition fee in two installments. In order to use this program:

  • The student is required to get a verification of Visa status form from the International Students Office. This form verifies the F-1 Visa status needed to use this program.
  • The student takes that form to the Student Loans Services and Collections Office in the Administration Building, Room 140 to fill out the Foreign Fee Deferment form.
  • The student is required to pay tuition and fees and any late fee or other fee required. All or any portion of the non-resident tuition fee may then be deferred. There is a 15% Administrative Fee for using this program. The 15% is based on the amount deferred.
  • The two payments are divided equally.
  • The 1st installment is due 30 days after the payment of tuition and fees, and the 2nd payment would be due 30 days after that.
  • A student may be disenrolled for failure to meet either deadline.

30 Day Loan
The University has a program that allows students to borrow up to $250.00 for thirty days. To be eligible for the Short-term Loan, you must be enrolled in the current semester, have no debts with the University, have a verifiable repayment source and have not had a loan in the same term.

The application and reference forms and further information concerning this program are available in the Administration Building, Room 140.

Petition Form

Students may sign up for a payment contract by filling out the Petition Form in Administration Building, Room 140 or mailing in the information.

Check the General Information page for the correct mailing or E-Mail address. Be sure to include your name, address, day telephone number, student ID number, and a brief explanation of your request. Include documentation, such as a doctor's memo, that will verify your case.

Each case will be reviewed and a decision will be made based on individual circumstances.
