Campus Security Authorities (CSA) are required by the Clery Act to report crimes (excluding identifying information) they witness or are informed of for inclusion in the University’s annual Clery disclosure and security report. In addition, these individuals assist victims and witnesses with notifying University Police or other law enforcement agencies upon request and provide victims with information and resources on their legal rights in relation to campus related crimes (click on Victims' Rights for more information).
Who are CSA?
Campus Security Authorities are defined by the Clery Act as:
- "A campus law enforcement unit;
- An individual or organization specified in an institution's statement of campus security policy as the individual or organization to whom students and employees should report criminal offenses; and
- An official of an institution who has significant responsibility for student and campus activities, but does not have significant counseling responsibilities."
The U.S. Department of Education clarifies the employee and student positions which constitute CSA in The Handbook for Campus Crime Reporting. In relation to Cal State L.A., the following individuals and organizations are considered to be Campus Security Authorities:
- Associated Students, Inc. officers and representatives (323-343-4780)
- Athletic directors and team coaches (323-343-3080)
- Center for Student Development directors and coordinators (323-343-5110)
- Cross Cultural Centers' director and coordinators (323-343-5001)
- Equity and Diversity Specialist (323-343-3040)
- Faculty advisors to student organizations
- Housing Services directors and resident directors/resident assistants (323-343-4800)
- Judicial Affairs Officer (323-343-3100)
- Student Health Center health educators (323-343-3303)
- University Police ('911' for emergencies, 323-343-3700)
- Vice President for Administration and Chief Financial Officer (323-343-3500)
- Vice President for Student Affairs (323-343-3100)
CSA Reporting Requirements
Campus Security Authorities are required by law to immediately report to University Police the crimes listed below which they have personally witnessed, or were informed of by a victim, perpetrator, or witness that have taken place at locations that include: the main campus; on public property within and adjacent to the campus that is accessible from the campus; and buildings or properties owned or controlled by officially recognized student organizations.
Campus Security Authorities do not investigate or make decisions about whether or not a crime has occurred. If a CSA is unsure if an incident should be reported it is better to file a report. University Police will determine if the incident is appropriate for inclusion in the University's annual security report. CSA must report the crimes that have been reported to them even if a victim or witness does not wish to file a criminal report or disciplinary complaint. With the exception of liquor, drug and weapons law violations, reports are filed even if someone has not been arrested for the crime. In addition, CSA are required to file a report even if they know or suspect that the crime has been previously reported.
Crimes that must be reported are:
- Murder and non-negligent manslaughter
- Negligent manslaughter
- Forcible sex offenses
- Non-forcible sex offenses
- Robbery
- Aggravated assault
- Burglary
- Motor vehicle theft
- Arson
- All hate crimes involving bodily injury
- All liquor, drug or weapons law violations resulting in an arrest
