Lois Weinberg

Lois A. Weinberg, Ph.D. is an Associate Professor in the Division of Special Education at California State University, Los Angeles. She joined the faculty at CSULA in 2002 in the Mild to Moderate Program. Prior to coming to CSULA, Dr. Weinberg was the Education Specialist at Mental Health Advocacy Services, Inc., a nonprofit law office serving poor and low-income individuals with disabilities, where she provided advocacy for students in special education proceedings. She also was a Lecturer at the UCLA Graduate School of Education and Information Studies. Dr. Weinberg co-directed the Education Initiative Project, a collaborative demonstration project in Los Angeles County to reduce educational barriers for foster youth. She currently co-directs a project to establish an ongoing process in California to improve and monitor educational outcomes for children in foster care in the state. Dr. Weinberg provides training and technical assistance to parents, foster parents, school districts, and other agencies on special education laws and access to services. She has published numerous articles and made presentations across the country on the education of children in foster care, policy issues and services for children with emotional and behavioral disorders, and other policy issues in special education.
Dr. Weinberg’s primary teaching interest is in the area of special education law and policy. She helps students understand the historical bases for our current special education laws and use these laws to benefit students with disabilities and to support teachers. She is interested in helping teachers and administrators reduce prejudice and discrimination towards students with disabilities and use research-based strategies to educate these students. Dr. Weinberg also has an interest in the various mental health conditions of students with emotional and behavioral disorders and the programs and services to support these students.
Dr. Weinberg’s research interests are in special education law and policy, the education of children in the foster care system, systems change, and the philosophic underpinnings of special education practices. Her current research and publications focus primarily on the educational outcomes of children in the foster care system, the barriers that hinder educational progress for foster youth, and how to improve the educational prospects for this population of children. She also is interested in the philosophic grounding of special education policies such as inclusion of students with a wide range of disabilities in special education schools and classes.
