She received her Ed.D. in Educational Policy and Administration from the University of Southern California. The focus of her dissertation was the implementation of a pilot program designed to build an effective School/Home/Community support system for Literacy Development. The program was developed at Roosevelt Elementary School in Lawndale School District and helped Roosevelt to become recognized as a model site for effective literacy instruction by the State Department of Education. Eleanor has served as a Curriculum Specialist and teacher trainer in the Lawndale School District since 1987. She has also served as an advisor and presenter for the REACH and ESS programs sponsored by the Compensatory Education Office and Categorical Programs Division of the California Department of Education. In addition to these activities, Eleanor is a part-time faculty member at Cal State LA, UCLA, and Whittier College, offering courses in K-12 Literacy Issues and ESL/EFL Methodology, Syllabus, and Materials design. As an independent consultant, Eleanor has designed and directed workshops and educational development projects in communities throughout the state of California.
