Cross Reporting Desk Reference

This cross-reporting table is provided to give intake workers an "at a glance" reference for determining when and where to cross report abuse. It is not intended to replace the more complete instructions given in "Jurisdiction."

Only cross-report to law enforcement when there is an allegation of a penal code violation. Cross reports to law enforcement must be followed up with a SOC 343.

APS shall provide investigative assistance on cases outside normal APS jurisdiction when request to do so by the agency having jurisdiction.

Cross Reporting Table

OR
Private residence exempt from licensure including
  • Regional Center group home
  • Hotels
  • Homeless shelters
  • Recovery House
  • Senior Housing
  • Church affiliated housing using prayer for healing
Cross-report Law enforcement if there is a penal code violation Investigate per assigned response type and provide law enforcement with a copy of the SOC 343.
Unlicensed facility including:
  • Board and Care
  • Regional Center group home
  • Hotels
  • Homeless shelters
  • Recovery House
Cross-report Licensing agency and law enforcement Investigate per assigned response type and report findings to licensing agency.
Non Long-Term Care facilities including:
  • Acute care hospital
  • Acute psychiatric hospital
  • Psychiatric health facility
  • Special hospital
  • Chemical dependency recovery hospital
Cross-report The State Dept. of Health Services or the State Dept. of Mental Health and law enforcement Investigate in conjunction with the licensing agency.
A facility licensed by CCLD or DADP which is not a LTC facility:
  • Alcohol or drug abuse recovery or treatment facility
  • Residential care facilities for the chronically ill.
Cross-report Community Care Licensing or the Dept. of Alcohol and Drug Programs. Investigate in conjunction with the licensing agency.
Licensed facility including:
  • Adult Day Care Facility*
  • Adult Day Support Center*
  • Adult Residential Facility*
  • Social Rehabilitation*
  • Residential Care Facility for the elderly
  • Swing bed in an Acute Care Facility
  • Adult Day Health Care
* also includes unlicensed facilities
Refer Long-Term Care Ombudsman, Licensing agency and law enforcement Investigate only IF there are specific allegations within APS jurisdiction agency.
State Hospital Refer The State Dept. of Mental Health and law enforcement Investigate only IF there are specific allegations within APS jurisdiction agency.
Developmental Center Refer The State Dept. of Mental Health or the State Dept. of Developmental Services and law enforcement Investigate only IF there are specific allegations within APS jurisdiction.
Elder or Dependent Adult resides in another county or state
OR
The abuse occurred in another county or state
Refer or cross-report depending on specific circum- stances The Adult Protective Service or other Abuse Protection/Advocacy Program having jurisdiction. We can investigate in conjunction with the other APS agency and each county/state may have an open case.
