Brief Introduction:
Jiangdong district lies in the eastern part of Ningbo urban area, flanked by Fenghua River and Yongjiang River in the west, adjoining Yinxian County in the east, and connected with Haishu district and Jiangbei district by Jiangxia Bridge, Linqiao Bridge, Xingning Bridge and Yongjiang Bridge respectively.

Covering a total area of 37.66 square kilometers, Jiangdong district has a residential population of 207,700, with 5 urban communities and 2 counties under its jurisdiction.

Convenient Transportation:
Superior location and convenient transportation provide Jiangdong an advantage to fulfill its strategy of developing its social economy and hi-tech industry and trade zone. Lishe International Airport, southwest to the city, has more than 30 domestic and international airlines including flight to Hongkong, Macao and Thailand and more than 180 flights weekly. Besides, Ningbo is only 1 hour away from Xiaoshan International Airport by car. Beilun Harbor, east to the city, with its yearly container throughput of 1 million TEU and capable to accommodate 300,000-ton ships, has opened 519 lines to more than 100 countries and areas and has more than 200 scheduled ships weekly. Ningbo has a developed traffic network, Shanghai-Hangzhou-Ningbo Expressway and national coastline highway trunk joins in Jiangdong district. Social Economy Status:
Ningbo's comprehensive competition ranks 27th among 219 cities above region level. Ningbo's GDP in year 2000 reached USD 14.39 billion with a increase of 13.6% over the previous year. Per capita GDP is USD2667, which ranks 3rd in China. The proportion of the primary, secondary and tertiary industries in total GDP now are 1.9%, 45.7% and 52.4% respectively. Hi-tech products volume account for 24% of total industry volume. Industries in the district are now shifting to new materials, electronics and information, biology engineering, etc.

Ningbo locates in the center of China's coastline, and at the southern flank of the Yangtze River Delta. It is one of the five cities with the same rights as a province in national economic planning and management, and a sub-provincial-level city that further opening up to the rest of the world. Ningbo Hi-Tech Park Jiangdong Sub-Park

1. Location:
Ningbo Hi-Tech Park Jiangdong Sub-Park, also named as Ningbo Semiconductor Industry Park, locates at the frontier of Ningbo as the city is expanding easterly.

2. Plan and Layout:
It is designed by China Electronic Engineering Design Institute according to the guideline, Plan As a Whole, Emphasize Key Points, Carry out by Steps and Maintain Sustain Development and developed by the municipal government, and has a land of 1 square kilometer as its starting sector. Jiangdong Sub-Park is specially designed for the industry of semi-conductor, and its priority will be given to manufacture and encapsulation of integrated circuit chips, related material manufacture as well as providing related service facilities.

The Sub-Park consists of two zones, which are divided by Minan Road, and a central belt along the road. North zone will favorably arrange sections for forepart manufacture, back-end manufacture, matching and supports for industry of semi-conductor; South zone concentrates on related hi-tech industries, whereas central belt will focus on science and technology research incubation, information, and other relating service organizations.

3. Sub-Park Survey:

  • The air quality of Ningbo is very good, it reaches first standard all year round.
  • Jiangdong Sub-Park has a level terrain, and no earthquake will happen here.
  • As Ningbo has two power plants, whose respective installation capacities are 3.6 million kilowatt and 1.05 million kilowatt, the power supply of Ningbo is quite enough. The Sub-Park will be powered successively with two power circuits and no power cut will happen.
  • Ningbo always boosts its sufficiency water supply; good water quality and interlocked water pipelines. The water supply pipeline in the Sub-Park has a diameter of 300-600 mm, which can provide sufficient water for enterprises in the Sub-Park.
  • Rainwater pipes and sewage pipes are netted separately, the diameter of former is 500-1400 mm and that of later is 300-500 mm. A sewage pump station, whose design flow rate is 100 L/S, will also be set up in the Sub-Park.
  • Heat supply of the Sub-Park is a part of Ningbo central heat supply system with a steam capacity of 300 ton. It has a discharge pressure of 0.98 Mpa and a temperature of 301¡æ.

4. Matching industry and preferential policies:
After a half-year's preparation, Ningbo Hi-tech Jiangdong Sub-Park has already attracted many semi-conductor enterprises from Taiwan, Japan and other countries and domestic enterprises.

Several semi-conductor enterprises have stationed in the Sub-Park. There are also a lot of related enterprises near the Sub-Park, including the largest frame making enterprise in China, a causticity frame manufacturer, the largest silicon manufacturer in Asia, the only special type gas manufacturer, and integrated circuit design companies, etc. Some other enterprises like silicon slice making, chips produce, golden thread produce, package molds and testing equipment produce, special type gas produce, will enter into the Sub-Park.

Software and integrated circuit are key industries that China government is developing. Only 3% and 6% value-added tax are levied for software development and integrated circuit production. Depreciation period of productive facilities in integrated circuit enterprises can be as short as 3 years. Import tariff and other taxes levied for importation of technology and equipment in such enterprises are exempted. All these preferable policies create a excellent policy environment for the development of IC enterprises.
