In
2000, the science & technology work based on the "No.
1 project", focus on the technical creation ability
and speeding up the new high-tech industry. The science
& technology made a great improvement.
The
science & technology investment is constantly increasing.
In 2000, the investment for 3 major projects in Ningbo
is 29,000,000 RMB yuan, increased by 21.8% than the previous
year. The national allowance is 25,560,000 RMB yuan, out
of which 10,800,000 is the technology fund for the small-medium
enterprises.
The
new high-tech enterprises developed very fast. For the
whole year, there are 241 projects of new high-tech (out
of which 51 are of national level).
There are 29 newly opened high-tech enterprises, out of
which 3 are of national level. There are altogether 92
new high-tech enterprises in Ningbo, " Ningbo Bird
" and " Ningbo Yun Sheng " two key new
high-tech enterprises successfully became the limited
liability company, which took the leading position of
the high-tech enterprises in the market economy.
The
technical creation ability intensively increased, There
are 32 key Engineering technology centers and 18 labs,
out of which 23 are municipal Engineering technology center
and key labs, 11 are newly built engineering technology
center and key labs.
Focus on the " Two institutes and one university",
the Scientific & technical cooperation intensively
increased. Ningbo has a close cooperation with China Scientific
& Research Institute, China Weapons Institute and
Zhejiang University. 21 research organizations and 308
new high-tech projects are introduced in Ningbo.
Technology
legislation also made a big progress. "Regulation
on the technology patent protection for the enterprises
in Ningbo" was approved by the municipal and provincial
people's congress, and it was implemented as of March
1st, 2001. Which is the first local regulation on science
and technology. The policy on "Encourage technology
and turn the technological achievement into practice"
was also presented. The policy or science and technology
is better than before.
The
construction on technology base also achieved a breakthrough.
In 2000, Ningbo science technology zone became the first
batch of provincial new nigh-tech industrial zone. Ningbo
is entitled the " Base of national new material industrialization"
and " Base for Overseas Chinese to start an undertaking".
Ningbo passed the national CAD city standard, and become
the model for promoting the productive forces nationwide.
The patent work also made a new achievement. There are
1,661 newly increased patent of national level, which
increased by 36.5% than the previous year, ranking the
4th among the same cities nationwide. The volume of technology
contract reached 0.201 billion RMB yuan for the whole
year.
