The
main task of education development in Ningbo in accordance
with the 10th five-year plan:
One objective: By 2005, achieve education modernization
basically, the average education level catch up/close
with the medium-developed countries.
Three system: Basically set up the liftlong education
system, creative education system and production integrated
education system.

Achieve
the development form the 9-year compulsory education
to making the senior middle school universal.
Popularize the 9-year education according to the high
standard and quality, compulsory education to be completed
by more than 95%. To make more than 90% of junior middle
school graduates going to the senior middle school.
(more than 95% in the city). Basically make senior middle
school education universal in Ningbo, keep the regular
middle school to vocational school at 4.5:5.5.

Achieve the development from making the high school
for a few talented people to making it for the masses.
The percentage of the high school education exceed 25%.
Basically complete the Ningbo high school education
area, set up three thousands-people high schools, make
Ningbo the sub-center of high school education in Zhejiang
province.

Achieve the development from school age education to
lifelong education. Perfect the lifelong education system,
promote the nursery & kindergarten integration,
have more than 96% of the children go to the kindergarten;
strengthen the on-the-job training for the employees,
actively launch the social educational in the countryside.
Develop an open education system covering urban and
country areas, strengthen the pre-school & post-school
education, offer an all-round education opportunities
for the people, the minimum duration for education for
people aged from 15 to 59 should be no less than 10
years.

education. Set up the scientific & reasonable school
and education appraisal system which suits the need
of quality education, deepen the personal & work
assignmet reform, actually improve the education quality.
Further adjust the education structure and the school
layout, improve the education effectiveness by optimizing
& reorganizing, enlarging and effectively utilizing
the high quality education resources, improve the education
effectiveness, build up 200 schools of provincial &
national standard which key subjects and majors close
to the local economy.
