Lugang, was born in Harbin City, China in July 1964. He has a BS in management engineering from HIT--one of the most famous university in China----and then he was a instructor in HIT. He has been working for Audit Bureau of Harbin City since 1988. Now, he is director of financial audit department. He was trained at California State University Los Angeles school of business and economics from Dec 1999 to May 2000. His papers were published in magazine.
